What are Saber Certificate, Saber Program, Saber System?

The Saber system is an importer tracking program that has been put into effect by the Standardization Organization of Saudi Arabia SASO (Standard Organization of Saudi Arabia). Each buyer who wants to import can first enter the website www.saber.sa and complete the registration of his company, which is located in Saudi Arabia, electronically, and then he can import by creating a request through the Saber system. Documents published on the Saber system are called SABER certificates


How to Obtain Saber Certificate?

Process steps may consist of one, two or three stages, depending on the customs tariff code. You can see the process of obtaining the Saber Certificate with subheadings below.


1-) FA - Factory Audit Process

It is valid for certain product groups according to the distinction determined by the Saudi Arabia customs system. It is the first step in certification. As a technical term, it is included under the name of Type 3 and Type 5 products. To be clear; it is obligatory for construction materials, work safety clothing, children under 12 years of age and baby clothes, underwear, mineral oils, detergent products, elevator equipments, vehicle spare parts, fire equipments, batteries and storage containers that come into contact with food. Other product groups, without the need for factory audits, the process will start directly from the PCoC - Prodcut certificate stage

2-) PCoC - Product Certificate of Conformity Document

This document is known as the annual certificate, the product registration certificate. It is valid for 365 days from the date of publication and published once a year for the same buyer. Since it is published electronically and works with barcode (QR Code) verification, it will be sufficient to send it to your recipients via e-mail. At the same time, even if you do not forward it to your recipient, it will be visible in the SABER account of your recipient under the Certificate of Conformity tab.


Documents such as test reports, ISO 9001 / ISO 16949 quality management system certificates, CE Certificate are requested for the products to be exported. If there is no quality related document for the products, we direct you as soon as possible and complete the process by stating what needs to be done.


On the document, customs tariff codes (Hs Code - GTIP No) of the products, the manufacturer's name, address, trademark (it does not need to be a registered trademark), and 5 general photos of the products are included. The second page of the document contains the model numbers of the same family up to a maximum of 500 lines in that product category. As the recipient information; it contains the Commerical Register No of the Saudi Arabian company that owns the SABER account. This means that this document creates a link between the buyer company in Saudi Arabia and the manufacturer in the export country, and its use by another buyer and manufacturer is prohibited. Therefore, even if your products are the same for each new buyer, you need to get a new PCoC certificate.


Before printing the document, your recipient in Saudi Arabia have to make a payment based on the invoice in the screenshot format below, which the SABER system has created for him / her from an account in Saudi Banks. Since Saudi Arabian bank systems are integrated into the SABER platform, the certificate can be issued shortly after the payment is made. This payment is called SADAD payment and the amount is 575 SAR (153.3 USD). Each time a PCoC document is printed, the buyer has to pay this fee


This document is the final document that must be obtained by companies who want to export to Saudi Arabia. With this document, the buyer can clear his products from customs. In case of export by obtaining only the PCoC certificate, the import of the products cannot be completed and the SCoC certificate is requested


3-) SCoC- Shipment Certificate Document

Shipment certificate is a certificate that is issued sometimes directly, sometimes after the annual document, based on the query of customs tariff codes. After we check how it will be published, the exporter company sends us the Commerical Invoice document prepared for Saudi Arabia and the barcode numbers which are found on the products (which have become mandatory as of January 1, 2020) and the document is prepared after the necessary approvals are received. It is published in every export. This document also works with electronic (QR code) verification, and the document is electronically posted in the SABER account of your recipient.


Just like the PCoC document, a payment screen is sent for the SADAD payment to the SABER platform account of your recipient in the SCoC document. After this payment is made again from Saudi Arabia, the shipment document will automatically appear electronically under the Shipment Certificate tab in the SABER account of the registered user within 5-10 minutes.


The SADAD amount that your recipient have to pay is 402.5 SAR (107.3 USD).
