What is Kenya PVoC Certificate?

Kenya PVOC certificate is the pre-loading control and compliance program that Kenya Quality Institution KEBS (Kenya Bureau of Standard) has put into effect in order to ensure that the products to be made to the country comply with certain quality standards, to record the import and prevent the container waiting that may occur at customs. The English name of the document is known as PVOC- Preverification of Conformity. There are different certification steps depending on the status of the installation.


How to Obtain Kenya PVoC Certificate?

First of all, based on the agreement of the seller company in the export country and the local buyer in Kenya on an invoice, the buyer obtains the IDF (Import Decleration Form) document from the Kenya Revenue Authority (KRA) in Kenya. IDF document is a 1-page PDF document that specifies the product quantity, amount, buyer and seller information, export method (Air cargo - Sea cargo .. etc ..) like a proforma invoice. After the IDF is delivered to the exporter company in the export country by mail or electronically, the following documents should be delivered to us;

Test reports, ISO certificates, CE certificates of the product, etc.


After the documentation is examined and approved, the process will vary depending on whether the shipment will be made by air cargo, sea cargo, full container or partial container.


In case of Air Transportation (Air Cargo)

If the export is air cargo, only physical stock surveillance will be sufficient in the area where the products are located. If the required labeling is available on the products, we will give your loading approval within a few days. After the loading is done, we present the certificate draft with you submitting the commercial invoice and package list. Following the approval of the draft, our original electronic certificate is shared with you for your recipient to withdraw the products from customs and the process is completed.


In case of sea transportation;

This case varies whether the container is loaded fully or partially. The stages are examined in detail, below.


Full Container Loading – FCL

When your export to Kenya is Full Container - FCL, there is a change in the inspection process. During the container organization, an authorized container loader, which we have previously agreed with you, supervises the loading from the beginning to the very end and ends the process by stamping the surveillance seal when the container is full. Then, the final invoice and package list will be requested from you and the process will be completed by requesting the certificate draft, control and electronically publishing stages as in the previous air cargo shipment.


Partial Container Loading -LCL

If your export to Kenya is LCL; You have the obligation to carry out partial transportation with one of the 39 shipping agencies determined by Kenya Quality Agency- KEBS. Since container sealing is not possible in parcel shipments, the products must be certified by physical stock surveillance in the stock area, just like air cargo shipments, before loading. If you do not load a parcel with one of the 39 specified companies, the certificate cannot be issued.

One of the most important issues that apply to all shipments: Unfortunately, the document cannot be issued if you load more products than the specified product quantities in the IDF document received from Kenya. Therefore, even if there is plenty of space in the container, certification cannot be made because IDF cannot exceed the amount of product. In such cases, you can immediately contact your recipient and request that they revise the IDF.

You can load your product below the amount specified in the IDF and get your certificate.

Another important point is that after your certificate is issued, the revision process is very laborious and sometimes not possible. For the revision of the issued certificate, revision can be made upon contacting your recipient and obtaining approval from KEBS institution. However, as it is mentioned, this way is not always possible, so it would be healthier to have the certificate draft checked and approved by your recipient.
